Evidently you are uninformed.

Captial Gains from investments held for less than a year are taxed as regular income.

Captial Income from investments held over a year is what is being discussed as far as returning to rates prior to the Bush tax cut or 20%.

Right now capital gains on investments held over a year are taxed at 15% if you are in the 25% bracket or more.

So, those people you are talking about are not affected by the long term capital gains taxes at all.

I can see this happening again.

The Revenue Act of 1932 (June 6, 1932, ch. 209, 47 Stat. 169) raised United States tax rates across the board, with the rate on top incomes rising from 25 percent to 63 percent. The estate tax was doubled and corporate taxes were raised by almost 15 percent.

The provisions of the act applied to the taxable year of 1932 and all subsequent taxable years.

It was signed into law by President Herbert Hoover.

to get an Idea of the Republicans Tax Rate conbined with the Sur Tax in 1932 from the Table provided by the link and this was during the begining of the Great Depression, example take $4,000 in 1932 then multiply it by 16.8844525 which would be equivalent to $67,538 in 2012 under the Republicans Revenue Act of 1932 if it was implemented today and the highest combined tax rate was 63%.
