Inquiring some information about the Connecticut Judicial Branch. What is the chief court administration Barbara Quinn Jobs contains, Her Responsibilities and duties in the administration. She oversees five agencies; one of her agencies was engaging an illegal activity by helping a client committing fraud over $5,000. When proof was send to this agencies showing that their client is commit fraud. A director of this agency was made aware of this activity. They ignored this. A complaint was file to chief court administration Barbara Quinn about this activity and made her aware of this. Would this be her responsibilities and duties to intervene and take appropriate action against them, or would this be her duties to ignored citizen complaint. Now frauds money was pay to their client. Crime has been committed. Would this make all of them accomplice or accessories to this crimes

I would say it would. The corruption is so widespread in this state, they need to start making movies & TV shows about Corrupticut.
The job that Barbara Quinn is being paid well for insists, I'm sure, that she investigate these cases of fraud in the state.
What is the state's taxpayers paying for anyway? To have their basic civil rights violate & being charged high taxes to keep criminals in office?

Out of control in Connecticut.

he last decade has seen state attorney generals use the power of the courts to shape public policy in unprecedented ways. Among the most aggressive in litigation ranging from tobacco to guns has been Connecticut's Richard Blumenthal, though for Blumenthal this was just the warm up. Even if the ideas that he is now advancing fail in Connecticut, they provide a dire warning of what other state attorneys general may soon start trying.

In just 12 years, his office has ballooned in size, more than doubling its budget from $13 million to almost $27 million and increasing the number of cases completed by 65 percent. Yet, despite this growth, Blumenthal has gone so far into actions previously reserved for other parts of the government that he often neglects the real duties of his job.

On August 9, the Connecticut supreme court checked Blumenthal for overstepping his authority. The court unanimously ruled that Blumenthal's jurisdiction is largely limited by state statute to representing state agencies and officials in lawsuits brought by or against them, although the attorney general had claimed broader powers.

Unsatisfied with his traditional role, Blumenthal had gone after the administrator of an academy accused of mishandling state funds. The court noted that it was up to the Connecticut commissioner of education, not Blumenthal alone, to bring the case.

Blumenthal has received harsh words before. For instance, last December, New York state's highest court found that Blumenthal's office was "mishandling" and making "missteps" in a paternity case. The Connecticut Law Tribune reported that "the direct criticism by the court raised eyebrows in Albany .…"

The state supreme court pointed out in its decision two weeks ago that the attorney general's office had been established in 1897 because of the inefficiencies in having "each state agency and department [retain] its own legal counsel." But in July, the Connecticut Law Tribune reported that because his staff was so busy, the attorneys in Blumenthal's office "will no longer serve as counsel to state boards or as counsel to agency staffs .…"

Worse, not only is he abrogating his role to advise, represent, and defend the state of Connecticut, his office is now suing the state. The high-profile case involves Cross Sound Cable Co. and represents an unprecedented power grab. Blumenthal sued to stop a cable being laid between Long Island and New Haven on environmental grounds. The suit was brought against the Connecticut Siting Council, the state agency that approved the cable. Just as in the case decided by the supreme court, Blumenthal filed the lawsuit in his own name, not on behalf of a state agency charged with these policy decisions.

Blumenthal claims that there is precedent for state agencies to sue each other, and indeed there is when lines of authority conflict. Try as they might, legislatures cannot foresee all possible conflicts. Courts step in to determine not who made the "correct" policy decision, but who has the actual authority. What Blumenthal wants, however, is something quite different. Instead of having legislators resolving policy differences, Blumenthal would make himself and the courts the final arbiter over policy.

The grab for power also crosses ethical lines. Two of the law firms that Blumenthal contracted with to sue the tobacco companies were run separately by his former law partner and his partner's wife. Blumenthal's defenders claim that other law firms simply didn't want the job. In a Connecticut Law Tribune article, however, a few lawyers disagreed, one complaining that "we didn't ever get a meeting" with the attorney general's office and another saying that his firm wasn't included despite agreeing to the state's contractual terms. Blumenthal's former partner, David Golub, acknowledged, "I know how it 'looks'— he's my former partner ..."

Yet, whatever the concerns about Blumenthal giving a contract to a former partner, where did he get the authority at the time the contracts were negotiated to commit the state to pay private attorneys a sum then estimated to be more than $250 million?

During 12 years in office, Blumenthal has grown arrogant. People in and out of state government are afraid of him and are scared to publicly speak about their experiences. The state supreme court has better uses of its time than to monitor the behavior of an out-of-control attorney general.

On July 28, 2013 I was watching face the state moderator Dennis House. He had senate John McKinney on. McKinney said he declare candidacy to runs for governor in 2014. He also stated he been fighting against corruption in our state. So I send senate McKinney a letter and some of my complaints that I been filing sent 2009 to today with chief court administration Barbara Quinn about this illegal activity took place in one of her agencies that she oversee. Barbara Quinn was well made aware of this illegal activity going on in Mr. Hutton agencies, This is Quinn duties and responsibility to take action against Mr. Hutton agencies By his employee who they represent a client helping Kathleen Clark who fraudulent lied to obtaining money for financial gain. It calls committing fraud.
Quinn didn’t take any appropriate action against them.
In 2010 this crime was committed. Still no action was taking.
Quinn disregarded all my complaints by ignores my complaints.
Same with State attorney General and chief state’s attorney and Governor Malloy & judicial committee & other state agencies, all of them disregarded all my complaints. Must be nice covering up for each other.
None of these people have a common courtesy to respond back to me about this.
Malloy don’t give a shit what the state agencies do. He is too busy with Nancy Wyman,

So why should the citizens of Connecticut vote for this senator John McKinney, for governor. When he had no common courtesy to respond back to citizens (complaints)

Connecticut law stated Those who aid in the commission of a crime before or after that actual act are called accessories to the crime, any person who willingly and intentionally helps a person before the crime is committed is considered and accessory before the fact be charged for the crime that took place. In the eyes of the law, helping someone in the commission of a crime make one just as guilty as the criminal themselves.

Blumenthal and McKinney have been working together for years.McKinney as head af the Appropriations commitee and Blumenthal spending all the tax money. McKinney with strong ties to the Cappoziello illegal dumping family, (daughter of russell his intern), as head of the State Environmental Commitee, approving dismissal of clean-up suits illegally dismissed by Blumenthal. Countless no-bid contracts handed out and even 100 million $$ literally just walked out of the Teachers Pension Fund with Blumenthal refusing to help. A few examples of crimes not investigated because they corrupted the system so much. Not on the news, Blumenthals father-in-law owns a lot of media.

Senate John McKinney runs for governor in 2014. He also stated he been fighting against corruption in our state.
Only corruption McKinney been fighting is the price on cappuccino coffee.
My understanding what I read on the internet from CTM a resided of Brookfield, CT, stated McKinney with strong ties to the Cappoziello family.
This started in 2009 when I exposé illegal activity took place in judicial branch by Director Hutton agencies by his employees who they represent a client helping Kathleen Clark who fraudulent lied about these medical expenses debt. She is trying to obtaining money for financial gain. Especially when proof was send to them, showing she is fraudulent lied. They ignored this. This calls committing fraud.
2009 to today multiple complaints been file with chief court administrator Barbara Quinn about this in one of her agencies that she oversee. Barbara Quinn was well made aware of this illegal activity going on in Mr. Hutton agencies, No investigate was ever done in this cases. She took no appropriate action against them. In 2010 actual date was February 5. Now this crime of fraud has been committed by Kathleen Clark. She receive the money amount over $5,000

It seems state had lot of dishonorable people working in judicial branch from the bottom all way to top official. Even Senate John McKinney disregarded my complaints McKinney have no common courtesy to respond back to me about this. So someone in the judicial branch is weaving a web of lie trying to set me up. Why because I exposé them. CT law said those who aid in the commission of a crime before or after that actual act are called accessories to this crime. Any person who willingly and intentionally helps a person before the crime is committed is considered and accessory before the fact. Can be charged with the same crime as the principle actor who carries out the (offense) so senate John McKinney why is everyone protecting chief court administrator Barbara Quinn & Director Hutton and his employees for.(Especially Kathleen Clark who committed this crime)(Of fraud) Why should Citizens of Connecticut votes for you. When you endorse this kind of activity) People’s associates with them should be shame of them self. Citizen has no respect for dishonor people, Must be nice when all you top official covering up for each other.

McKinney and Blumenthal have been robbing the state blind since 1990. When Rowland was indicted there was a strong cry to indict Blumenthal as well, he approved the contracts. He also illegally dismissed major clean-up suits against the punk cappoziello family who wouldn't have a dime if those two weren't so crooked. crappoziello rep comes from beating up junkies and drunks, they won't pick on real man so if they bother you, just haul off and punch them square in the face, you'll be surprised at their shock so hit them again! blumenthals father-in-law owns a lot of media so you will never hear the truth of just how much was stolen during blumenthals time as AG. Like the 1/4 billion he gave his ex law partner golub out of greenwich.
