Dogs running loose at Millwoods Park

I enjoy taking my grandchildren to MillWoods Park but after two very scary incidents with loose dogs we can no longer enjoy our visits. I know there is a dog park there so I do not understand why people allow their dogs to run all over the park?
Recently, Two very large brown dogs(Rhodesian Ridgebacks I've heard) knocked my 4 year old grandson over in the field on the hill near the park. The owner did nothing to control the dogs and when i asked him to please leash the dogs he swore at me and told me that he could do what he wanted. This is becoming common and needs to stop. I did call the dog warden but nothing was done. At some point a child will be bitten or badly injured and it will be to late. I've talked to other people that use the park and they are tired of this too. Please enforce the leash laws!
