He has to know that he cannot win in a predominantly black district, and as a Republican, next election. so he is voting a combination of his conscience (on abortion) and the interests of his district. When the democrat turned Republican, Billy Tauzin, was writing the part D prescription drug program, and put the donut hole in to cost consumers, and the provision that the government could not save consumers money by negotiating for lower prices, he was negotiating for himself - a big well-paid job with big pharma.That is the difference between a man of honor (Cao) and a "crook" (Tauzin - an unethical, if not actually illegal - "crook.")

Tauzin is also from Louisiana. Difference is, Jefferson got indicted and is being prosecuted for doing far less damage to ordinary Americans, than Tauzin did.
