BRIDGEPORT -- Even though it appears developer Garfield Spencer transferred responsibility for a dormant Cherry Street housing project to his mom, a city official said he's running the show.
The one-time high profile businessman, whose fortunes took a hit in recent years, created a new limited liability corporation and declined interviews seeking information on the Cherry Street project -- the planned conversion of an old organ factory into 130 apartments.
Spencer was involved with the $23.4 million factory rehabilitation he initiated in the mid-2000s, but has since transferred the endeavor to Cherry Street LLC, which is under the name of his mother, Ruby Spencer.
But the city said Spencer and his company, First National Development, are in charge.
"On a day to day basis, it's First National that runs the project and interacts with us," said Bill Coleman, director of neighborhood development for Bridgeport's Planning and Economic Development Office.
Cherry Street LLC is seeking $15.4 million in subsidies from the Department of Economic and Community Development and the Connecticut Housing Finance Authority.

Spencer is a Crook and this and this story prove that there is still corruption in Bridgeport thanks to Finch and his friends.
