The story goes it was pointed out the money was there and has been as in the past,but Moccia has been running around playing the shell game and on the backs of parents who truly needed to know the figures the first time not after Dick was caught playing the game.
But Mayor Richard A. Moccia said that money, including $1.4 million which is intended to make up for dried-up federal stimulus money, won't close the gap between what the school board is seeking and what the tax board is supporting.
Wonder how our new Supt of schools feels about this found money that was always there?

Last year, Mayor Richard A. Moccia responded to resident complaints about litter, and hired Larry Losio to work with property owners and businesses in the commercial areas to clean up some bad practices.
Why is itpeople plea for safe city and it is ignored?

Its ok the Mayor has pissed of many people,spent a lot of our money without accountability has a police award event then asks for new cruisers and the council without any questions will say yup.When is the last time anyone took count of all the old cruisers out of commission at the Highway barn and Lajoies?Seems we have no one including McQuaid who has actually made any statements to ease our fears our money will be spent without first asking at least 1 question.Last time we spent money on something lie this the question was what time is the game?oh my

I was amazed to read in Robert Kochs article, Unions Urged to Accept Wage Freezes that the Mayor had magically come upon $1.4 million in additional Educational Cost Sharing (ECS) funds a remarkable discovery on the eve of the Board of Estimate and Taxations public budget hearing.
The Mayor states that the $1.4 million in additional funding from Governor Malloy is meant to,replace the (lost) federal stimulus money and that he would graciously,transfer that 1.4 million to the Board of Ed. This would have been a fine gesture had a) the money actually been new funding and b) that the funding was meant to go anywhere BUT the Board of Education.
The $1.4 million referenced is a portion of Norwalks annual share of the ECS funding funding that both the Mayor and the Citys Director of Finance, Tom Hamilton should have been well aware of.
While it is true that the State prevented a reduction in these funds for fiscal year 2012, the total amount compared to the previous 3 years has not increased or decreased a dime. ECS funding is distributed annually, to every municipality on a predetermined scale. For the past 3 years, Norwalks share of ECS funding has held steady around $10 million per year.
These funds are meant to supplement our school system. They are not monies meant to fill holes in the proverbial dike you know, some extra spending cash that allows the Mayor to skim off the top of the annual Board of Education budget.
As a City that has a diverse student population with a variety of needs, the State funding is meant to add additional programs to enhance our school system. Time-and-time again this administration has used State ECS funding as a means to dilute our public school system, as an excuse to take additional municipal funds out of our kids schools.
If our schools fall behind, our property values will continue to slip, and our taxes will continue to rise. It is time that our Mayor stops playing games with Norwalks taxpayers, voters, and public schools. The blame game, Union finger pointing, and last minute gifts from the Mayor and his administration are not the ways to move Norwalk forward.

Looks like the Mayor decided to back pedal
Malloy doesn't want to cut is the Education Cost Sharing grant program, a state grants program for education that is particularly important to large, urban school districts. He told the crowd of 235 at the Continental Manor banquet hall that he's been fighting to keep that money in the budget.
Mayor Richard A. Moccia stood up during a short question-and-answer session after the speech to thank Malloy for his efforts to keep the program funded.
Interviewed after the dinner, Moccia said, "You may disagree with some of his budget plan, but at least it's out there, and he has a plan. I think that's important. And I do appreciate the ECS funding. Now the tough part is with the Legislature."

Norwalk Schools Superintendent Susan Marks thanked the tax board for promising to give the school board $1.4 million in state money to replace lost federal stimulus funds. But she predicted layoffs will occur.

odd how the schools are so screwed up right now and the last person who seems to accountable is your Mayor.Sending those who go to school from outside of Norwalk home may be the only solution to Norwalks ills.
