I believe many of these loopholes were around decades ago.now people want reasoning and accountability with less money. Things have been allowed to go on that should not have in first place when times were much better!

The loop holes were around for some time. Now some localities have turned the loop holes into loop canyons. I'm glad it was finally exposed and now only a few dinosaurs like Taylor mayor Lamarand remain to be anesthetized and collared.
