This is a sign of the times! people are behind on their water bills because they simply don't have the money. If you have a choice of paying your water bill on time or feeding your kids, you'll feed your kids.
Why doesn't the city do more to help people? It's always more, more, more! higher water bills, higher trash bills, higher taxes, higher school fees. People cannot keep paying more!
Why doesn't the city approach these people and see what asistance they can offer? These households could be seniors & single parent households that are stuggling.

The city is not in the assistance business. There are other agencys that are. If someone needs help contact one of these agencys or your church. I don't want my tax money going to welfare.

If you can't afford your water bill, you need another part time Job. Or move moveto rental property where utilities are included. I would bet these people still own Play stations and Wii, though.

The city will and always had helped out if they are/were contacted. Just like any bill you might get behind on, it is always best to contact the company you owe and make payment arrangements. Ignoring the bill will get you in trouble. As long as a payment is made, the City will not disconnect your water nor file the lien. Eventually the outstanding balance will have to be paid. The passage of the ordinance is in regard to a way to collect water bills owed on houses in foreclosure or when a homeowner is behind at the time of sale. In years past, there was no way of collecting the past due water bill when the owner vacated the property. Feel free to contact me regarding this or any other question you have.
