A conflict of interest is personal in nature and arises from the activities or interest of an individual outside of the public office held. A conflict of duties arises out of the duties of the public offices themselves.
Why should I a Chicago Ridge resident, care whether an individual is holding two incompatible public offices at the same time?
An actual conflict is not required, only the possibility of an eventual conflict must occur before legal action may be brought against a person who attempts to hold two public offices that are incompatible If the holder of one public office accepts a second public office that is incompatible, the very act of acceptance results a resignation of the first office. In such cases, the board should declare a vacancy of the first position and fill that vacancy.
If this does not occur, the State of Illinois may bring suit to force the person out of the first position. If the State does not bring suit, a private individual with legal standing may bring a private suit. If no action is taken to remove the person from the first office, the lack of action essentially becomes a ratification of the person holding the two incompatible offices.
While this issue may seem insignificant, if an individual is holding two incompatible public offices at the same time, it can affect the average resident's life in several ways:
a. An individual holding two incompatible public offices will affect how your tax dollars are being spent. Such an individual will be making decisions on how tax dollars are spent for each of the offices he is serving in and these decisions may be in conflict with one another.
b. An individual holding two incompatible public offices may not be able to adequately represent the needs and desires of his constituency, you, if he cannot faithfully, impartially, and efficiently execute the duties of both offices. For example, if he must recuse himself from a particular vote because of the incompatibility, and this particular issue is of great importance to you, he is not adequately representing your interests as a constituent.
Barsanti v. Scarpelli, 371, Ill. App. 3d 226 (2d District, 2007) the offices of village trustee and township trustee were incompatible. These offices are incompatible because the performance of the duties of one interfered with the performance of the duties of the other. This issue was demonstrated in this situation by the need for the elected official to abstain from any vote.
Reasons for finding public offices incompatible ("potential conflicts in duties") include:
1. The two governmental entities are allowed to enter into agreements or contracts;
2. One of the governmental entities impacts the funding of the other;

Each of these situations represents an instance in which an individual cannot adequately protect and represent the interest of both entities he has been chosen to represent. A person trying would be in the untenable position of advancing the interest of governmental unit at the expense of the other.

Since the Township and the Village can enter into a an agreement or a contract with each other, this loser should have quit the Township on the day of his election to the Village Board. No questions asked. Did he do that? No! The weasel stayed on the Township Board, stayed on the Village Board and draws an early retirement pension from the People of Chicago Ridge. For What? Cops and Firemen get beat up in their physically demanding jobs and can't do them as well as they get older. This bozo never worked hard because he might have missed his facial and manicure appointments. Who is the Township Attorney that allowed this? Didn't the Township need to take action first? Oh wait a minute.....Mr. Election Law must have skipped the required Ethics Training.

Pneumonia is an inflammation of the lung, usually caused by an infection. Three common causes are bacteria, viruses and fungi. You can also get pneumonia by accidentally inhaling a liquid or chemical. People most at risk are older than 65 or younger than 2 years of age, or already have health problems.

So Guy, you are not 65, so what were you snorting?

You can get chemical induced pneumonia as a result of being exposed to certain chemicals.

It looks like you missed that same line in the definition above. You can get pneumonia from accidentally inhaling a chemical. That's why working men wear breathing masks when they are likely to encounter chemicals when they are on a dangerous work site. We are probably talking about one of the laziest dogs that ever begged for an early retirement and buy out from the Chicago Ridge Village Board. There are no dangerous chemicals on golf courses. Pu-lease. What is the real story? If somebody with normal and legal habits is so unhealthy that they could catch pneumonia then maybe they are too unhealthy to sit ever hold public offices.

The challenge for local government is to ensure that people are risk assessed for diabetes and that those at high risk receive the evidence-based intensive lifestyle programs that can help prevent diabetes.

Unless this happens, we will continue to see the number of people with diabetes continue to spiral and late diagnosis of the condition continue to lead to both high costs for the local economy and community and a huge personal cost for those people who develop devastating health complications on the Village dime.

They used to back in the 80's and early 90's until the schools started recognizing this and opening up programs for acceptance and understanding, in which I think maybe you should attend some of these grade school classed, just an opinion, remember? Also remember, we are born this way, it's not a choice, so, the gay parents raising a child does not in any way make that child turn gay. I have plenty of gay couples that have raised children and not a one of those children turned out gay. Anyway. I hope that you find this a bit educational and that you do your homework before posting stuff you apparently know nothing about.

You wont often hear me defend the politicians in this town because I am no fan but this isn't their fault. They are all just ignoring this. White people are fleeing Chicago Ridge by the boatload. There is only a handful of people from my graduation class left in town. The towns east and south of us have been "turning over" one by one in a line. This is more about the High School. Families have moved west and south to avoid this.
Now people are gonna call me a racist and that's fine. But the truth is what it is and in this case the answer is black and white.

It's not there. So that means that Federal government does not have the authority to dictate the status of marriage.

Then that falls under Amendment 10. States rights. And that reads:

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

Now what needs to happen is the Federal government needs to come out and say this is a state issue and leave it to the states to decide.

For those trying to make it a federal issue, stop. You are wasting everyone's time. Take it to your state legislature.
