Not in anyone's wildest pipe dreams! Not only are there 21 confirmed street gangs in Cicero, but Cicero itself is under a blunt, iron-fisted, gangsterous bureaucracy that has sapped the Cicero Town President's powers dry. Cicero is in fact totally opposite of a gang free zone; Cicero is in fact a gang INFESTED zone! The Cicero Police Department is totally lazy, they take forever to respond, and even when they do respond, if the suspects are gone, that's it, they don't even try to track them down. They NEVER dust for fingerprints, they likely do NOT collect blood/fluid samples, even for forensics use; the lazy Cicero cops are in fact totally unlikely to investigate a terrorist bombing, even multiple terrorist bombings, let alone burglaries, shootings, graffiti, gang activity, vandalism, robberies, home invasions, fights, and other criminal activities. When they respond, all they ever do is have a little chit-chat with the victims, and then they are gone the way of the wild goose.
And God help Cicero if Cicero were hit by a strong/violent tornado! With the gangsterous bureaucracy and all the gangs that walk the streets, the aftermath of a destructive tornado in Cicero would very easily be over 100+ times the aftermath of Hurricane Katrina in New Orleans. Looting, increased robberies and shootings, possibly even people smoking/lighting their cigarettes in the vicinity of gas leaks, ZERO help from the town government, and all; it would likely take upwards of 15 years for Cicero to recover. And unfortunately, even as Tom Skilling says, point blank, Chicagoland is NOT immune to tornadoes, even violent (F-4/F-5) tornadoes, such as the F-4 that allready tore through Oak Lawn in 1967, and not to mention the F-5 that tore through Plainfield in 1990.
