This was not a decision based on clear and concise consideration of right and wrong... rather... ITS A FEDERAL LAW and the city council knew they would get their ass creamed in federal court for stepping on ADA Standards/ Law.
The federal government does not recognize individual city and municipal ordinances (ie bans/ restrictions) and hold all states, counties and cities liable for abiding by one standard for service animals:
As for the leader in defiance of this federal law (Denver, CO) who IS NOT IN COMPLIANCE (despite the ruling of a local judge/ purchased whore)... local powers that be are poised and ready to sue the city blind with the very next pit bull service dog that is confiscated or even harassed.
