I found this article when I saw the Tri-Towm supervisor position. It seems EMS has these same issues all across the country. I have managed commercial EMS services with daily call volumes of 200 calls a day to serving as a board member with a volunteer service who does 900 calls a year. The same issues, present at levels.
I suggest that you look at a EMS consulting firm to assist you. If the firm you hired to assist you does not have am EMS background it may hinder the process. There are plenty of competent folks in the New England area.
