Obama shows again that he is a rank amateur at being a CIC.First, after dithering for 90 days in the paralysis of analysis, he will give Gen. McChrystal only three-quarters of the 40,000 additional troops the general told Obama he needed to achieve victory in Afghanistan left a lot to be desired. Like Obama has done with issue after issue, his new “strategy ” for the War in Afghanistan tries to have it both ways. Obama’s strategy is a Bush-like surge, but with a timetable for ending, not winning the war. How can the CIC put a time limit on fighting for our national security? He did not once mention the word “victory” and the closest he came to using the word “win” was those three letters appearing in the word “withdrawing.” This is akin to announcing to burglars exactly the time at which you intend to depart your house and also announcing you intend to turn off the burglar alarm. Al Qaeda will just wait us out. They’ll only need to wait a year. The men who spent years planning 9/11 are more patient than this President who wants instant gratification in a never ending campaign.
He proves again that he is a sorry SOS. You could see it in the eyes of the Cadets who must be thinking they are going to fight for a country led by a real loser.

I guess the only good thing to come out of all this will be if (and an unfortunate if); if american soldiers have to die the best we can hope for is those that do die are republican.

So, what does win the war look like? How do we know when we have won? Do you view this as WWII type of war? A battle of armies in which one is defeated, surrenders and signs a peace treaty?
Our troops are not fighting a single war with a lot of battles but are engaged in hundreds of wars. This is the nature of a guerilla war. Each war is a result of circumstances within the immediate area. The majority of the combatants are tied to the location of their war and fight for reasons that are particular to their own locale and needs. Most do not fight for a grand strategy or ideal. For most, the war ends when their enemy leaves their locale or their needs have been met.
The idea of dithering in analysis, sounds like a prudent idea by an intelligent, deliberate CIC. To believe we can win solely through military means does not understand the social, religious and political complexity of Afghanistan.
To "win" as you call it, will require our military to keep those that fight for reasons beyond their own locale at bay until local tribal entities can be stabilized both politically and economically. Stability and strength within these tribal groups will allow the average Afghanistan fighter to view their locale as safe and needs satisfied. For most, the reason to fight will have been lost. The vast majority who raise arms against us are not necessarily fanatics.
If we can create stability and a balance of power at the tribal level, we will see a much more stabilized Afghanistan. In turn, extremist organization such as Al-Qeada will begin to find their presence unwelcome as they will become a threat to the this local stability.
Our ability to even move towards these ends require thinking beyond a sole military solution but must included a political and economic effort as well. One is more likely to hit the target when they take careful aim then just shooting from the hip.
