Another illegal tax starting and this time it's downtown. Wise up people. Taxation without representation is wrong! Tell city council you are not gonna to allow this to happen.

Community Improvement District. Small town downtowns are essentially dead in America. Most have sparing parking, too inconvenient. The old buildings are high maintenance and outdated w/o expensive renovations costing more than the simple metal building. What is downtown? Not much anymore. Look at Washington Avenue? You tell me how many people are shopping there? Richard's Brothers sits empty. The next few building down is a warehouse for a mail order business, will CID taxes apply to it or the Battery Station...they are the most profitable businesses downtow. The business incubator is a pet project made with grand money...nobody goes there. Nobody goes to the auto parts, the building is crumbling and inconvenient...we have two O'Reillys and Autozone, bigger selections and good parking. Fleming Foto, empty. Book Nook, how much sales tax is made off 25 cent used paperbacks? Sewing Machines? Is this the 19tch century? Naturally Enchanted had more sales tax than any store on that street, but brought in the graffiti painting, burglarizing criminal drug element to downtown. Go around the other parts of downtown. Dr. Hayes building, empty after years and years. Antique Mall, full of lookers, few sales. West Plains Music, actually does well, it's a regional music store, and kids will always play in school bands. Not a lot of business downtown, maybe they can charge a CID tax for the courthouse and funeral home...that is where the money is downtown!

Is Cup of Joe still in operation? That is/was one of the nicer spots on Washington.
Part of the problem lies in the way the city buildings are zoned. I.E. Cup of Joe along with other businesses like BookNook, The Teachers Store, WP Music go well together, they are attractive, but the pawn shop is much more of an industrial appearance and it should be moved to the proper area. That alone would help clear out the undesirable traffic.
This economy just sucks and these are hard decisions to make.
Can a city rate it's taxes on how well or how poorly a business does? I would think the business needs to be strong enough to keep pace or excel.
Something else I've noticed in Downtown especially along Washington is the police don't enforce parking on a uphill/downhill grade where you turn your wheels to the curb to prevent roll-aways. To me that is basic drivers ed stuff I learned from day one. Very few people actually follow that rule.

West Plains already has several CID in place. Can anyone point out what has been accomplished by these districts that benefit the public who pay the taxes?

Well, after a few years of collecting the tax they FINALLY got around to fixing the pot holes in the Wal*Mart area. Um, what else, oh yeah ... they painted/changed the awnings on the stores in that area so now the color blue is everywhere !!! And lets not forget the flowers they planted. Can't wait to see what the other CIDs do to improve their property.

Did you actually put this trash on a public site for possible officers or city officals to read. Jezz pal! Dont give them any ideas. There's plenty of cops sitting around just pointing radar guns looking to ticket anyone going 3mph over the speed limit! Yes I got a ticket for going 28 in a 25 last week.

When's the last time you saw a car rolling up or down a street? What are you driving? A 1954 Ford with standard tranny???

Theft of the people who shop in the area. Private property owners are NEVER supposed to be paid with taxpayer money to improve their own private land so they can raise rents or entice tenants.
BOYCOTT ALL cid areas.

why complain about the type of businesses? Its better that almost anything be it a thrift shop pawn shop or whatever be there as to it sitting vacant. but far as the cid tax WHY even if a mystery donor gave 10 million buck to fix and update every single building the economy is dead businesses aint starting. itd be pointless. Every other small town has these exact same businesses on the square mt grove has a thrift shop i think 2 pawn shops such same n marshfield and alot of areas like that in different towns. im sure tony aid and grisham are the ones trying to push this through to line there pockets just like the crooks in the wal mart area. If youre business aint doing well enough to take care of maitenence on its own then its time you closed youre doors not beg to make the poor poorer

Southern Hills was the last area to be granted a CID and they have done visible renovation. Who can even see renovations from the other areas that have been granted CID's, the first granted apx 8 years ago.

Southern Hills was the last area to be granted a CID, you can at least see where the money is going, what about the first area that was granted a CID what improvements do you see there? Do you even know where the first CID location is located? Did you know is has been collecting twice the amount Southern Hills is collecting,for apx 8 years, and one can not even see any improvements on this property.

Really doesn't matter how fancy downtown looks, it won't get enough business to be viable unless you put Wal-Mart there.

no vote, no tax. Southern Hill, plus 99% of the stores were already in business when the tif tax was started. They developed across the street, private property, updated streets to access this private property, built a paved to dirt road that goes no where.(future expansion of private property). The tax is wrong. Paid to a few to improve the chances of these few to sale their properties. For example, behind JC Penny, Carls repair is an island, dirt lot surround by fancy streets. Paved roads that dead in behind walmart. But not for long! with the new bypass 4 lane, they have access from the highway to the road. more tax money used to build roads, to raise property values, to sell higher this private property. No money is used to fix the drain culvert next to captain Ds. Fix Carls lot. build up and pave pennys lot. I think we need a legal review by the Attorney General. As for downtown, i do business there, Game stash is awesome at the new location. The battery station, christo house. the only place that needs attention the old Richards brothers. Follow the money, who gets it and for what. The basic owner get none, the wealthy few reap benefits. The small business inc. charges if you just want help, to use a computer, join us!! If it is grant money, and they want to actually help, why not have some free help to increase downtown and howell county business. My two cents worth, right or wrong.

Which one was the first? How is this legal? I'm sick of paying on some items 10% taxes!

Where have you had to pay a 10% tax at? Do you shop in Mountain Home, Springfield, or Branson? If so start looking at your receipts... the taxes vary within each of those towns because they also have CIDs. Almost every store you go to will be at least 8%. Branson is about 8.5% and higher.
