RV parked in 23 Rest Area by Echo Lk Rd for weeks

There is an RV parked in the rest area on Route 23 north of Echo Lake Road that has been there for two weeks. I called WMPD, and they say they know about it.
What is the story with that? I have to pay to store my RV, and I have to pay for a campground. Why is this RV allowed to stay in the rest area. It sounds like someone may be politically connected.
