Former Clairton city manager Ralph Imbrogno was sentenced today to five months in a halfway house and another five months under home detention for theft from a program receiving federal funds.

Imbrogno, 65, now of Elizabeth Township, also must pay the West Mifflin Area School District $94,439, or roughly half of what his son's painting business was paid for work it got without submitting bids or through a rigged bidding process.

"Defendant's bid rigging scheme constituted a betrayal of the trust placed in him as a public official," said U.S. District Judge Cathy Bissoon. She weighed that against his remorse and history of public service in sentencing him to less than the 10 to 16 months in prison suggested by federal guidelines.

"I'm very happy that West Mifflin is getting $94,000 back in restitution," said school board member Phil Shar. "I think the judge's sentence was fair, and I hope this is the first of many dominoes to fall."

Imbrogno worked with former West Mifflin Area Superintendent Patrick Risha, who retired in 2009 and died in 2010, to steer painting contracts to the former's son, Anthony Imbrogno, prosecutors have said.

The contracts were initially below the $5,000 threshold requiring public bids, said Assistant U.S. Attorney Carolyn Bloch. Then, she said, "greed" took hold, and the contracts approached $10,000. Ralph Imbrogno had friends of his submit bogus bids that were always slightly higher than Anthony Imbrogno's price quotes.

Ms. Bloch said that painting previously had been done by maintenance staff, and the paint was supplied by the district, so none of the money needed to be spent.

She said that district maintenance director Sandy Wells was ordered by Mr. Risha to direct contracts to the Imbrognos, and business manager Dennis Cmar didn't know of the scheme, and in fact "started to question the legitimacy of these contracts."

The restitution is based on the total of the contracts that were awarded through rigged bids, and does not include the contracts for which no bidding was required.

"At the time that the activity was going on, I just didn't feel like I was doing anything wrong," Imbrogno said. "It was too good to be true, and it turned out it wasn't good."

The defendant's "motivation was solely to provide a painting contract for his son to get his business going," said Dan Konieczka, the attorney for Imbrogno. He called the sentence "lenient."

Imbrogno was Clairton's manager for 11 years, until 2010. He is free until U.S. marshals order him to report to a halfway house. After his sentence, he will be on federal probation for three years.

OMFG! He was Clairton's manager for 11 years and this henhouse fox comes up with the dumb act..."didn't feel like I was doing wrong...thought it seemed to good to be true..." As an official in a neighboring town, how do you not understand legitimate vs illegitmate bidding? Greed is one of the 7 deadly sins Ralph, along with gluttony (Pat.) Disgusting betrayal of the pubic's trust, all the paint at PPG can't cover your sins up.

His real sentence will come after the announcements are made concerning gambling operations that have been shut down because of him. Big Al is not happy.

I wonder if the Olasz's will still keep saying how great Pat Risha was......makes you wonder how many favors he did for them......

she worked half a year and made half of 90 grand. She was worth it too. Look at the way the schools have fallen apart since Nick stood up for the taxpayers and got this kick back position eliminated. Yeah right. She stole a paycheck and came to work drunk.

I just cannot connect the Imbrogno dot to the wide spread raids on Porky's gambling operations.

Someone else has to be given credit for this one, and I doubt it is Ralph. There are many more than Big Al not being very happy. And, I am sure many elected officials whose police departments missed this one big time are more nervous than 69 long tailed cats in a room full of rocking chairs.

The Pork, Red, Bow, and Chop are very disenchanted. Those unsung heroes who manage brown bag disbursements are the key to breaking this corruption network. If they sing, many will swing.

All the disenchanted could all get to work off their demeanor after the IRS accountants finish their dooms day accounting.

When the truth comes out, you'll find they did it to themselves. In one of the articles, Ralph admits he was lucky to get off so lightly. Just a subtle reminder to others that working with the feds is much better than working against them.

he really took it for Cmar too. Poor inexperience Denny didn't know what to do. So he just signed the checks like a good boy. He started questioning things. Wonder if it was at that point he got those nice fat raises from his buddy Risha. Remember, it was the people in Ralph's office in Clairton that ratted Ralph out, not anyone from West Mifflin.

That is very interesting. This ratting experience might be a too late lesson for the immature mayor of the McKeesport his cohorts and his tightly controlled MACM board to understand.

The mayor fires two top dogs! The Beatle and now the superintendent of MACM is sliding down the slippery slop of unemployment.

He also subtly harassed two other department heads who are very uncomfortable these days. They could contact the authorities to save their jobs under the Whistle Blowers Act.

What a potential for the wittiness pool for the prosecution, if an investigation takes place, and then throw in the former mayor and controller who was ejected from a council meeting. Wow! Will the Imbrogno syndrome prevail in McKeesport?
