"If you take all of the risk out of life, you lose a lot. You're removing a personal liberty from somebody who wants to go and explore without having a safety net,"
Well, how about this compromise - no locator device, no public assistance in the search & rescue? Let Portland Mountain Rescue and other volunteer organizations run the whole show - no National Guard Helicopters, no county fuel or sheriff deputies' overtime, etc. The fact is, these guys *are* assuming they have a safety net - taxpayer funded search & rescue.

I agree that if you go out into the elements you should be prepared. Some of the things that could be done include requiring hikers to carry a survival kit and pass certification showing they have proficient knowledge of survival skills. However it all comes down to the fact that we will not allow one of our people to die if we have the ability to save them.

As a pilot I know the risks I take are my own responsibility. If I fly and crash and don't file a flight plan I know no one will come out for me for a period of time. These climbers should be responsible to get equipped on their own. We have to many rules to try to protect us from ourselves and being stupid already.
