Here in CT you are required to yield to oncoming traffic when making a left turn from a flashing red traffic signal. There is no provision in this regulation that says it only applies if you are sober enough to judge the rate of speed of the oncoming traffic. Regardless of the cop's rate of speed, The teen driver was incapable of judging the time needed to make the turn safely, and caused the accident. The cop's rate of speed very possibly changed a non-fatal crash into a double fatality, but the impact was caused by the vehicl that failed to yield the right of way while making a left turn.
