Let us be logical...I agree. Why are we only collecting a tiny portion of the ambulance billings? Apparently our city fathers haven't been doing a very good job with the bookkeeping over the last 3 years. If any other manager in town showed no profit and only collected 29% of outstanding bills, not only would they be out of a job, they would also be out of business! So far the city's answer to everything is to outsource. Outsourced the water dept, outsourced the trash, outsourced the ambulance biliing...looking at outsourcing the ambulance...why don't we just outsource everything and do away with a a city council and mayor?? Let's just let a private company run us.

And let's get something straight, Cardinal was given main ambulance duties because of the City Administration, not the WFFD. The sad thing is, it is not about money. It has become a personal tit-for-tat between the city admin and the FD. The city council does not know, nor do they want to know just how much money the city lost by giving away the ambulance service to Cardinal. By my estimations, and I have done the research, up to $500,000/year was tossed away. Supposedly research was done by Janet Melvin about the billing service before the Mayor, under the table, gave away our ambulance service. The first ambulance billing service I called, by dumb luck, had been contacted by Janet and I was told the only information Janet received from this billing service was a simple pamphlet. With that simple pamphlet, Janet/Mayor determined that the service could not do better at billing than a nice lady doing it out of her house.
I requested billing numbers for the ambulance service at the Council meeting for the last year the WFFD ran it all. I met with Kathy Dinn the next morning and she handed me a sheet with some numbers on it. The right numbers to correctly judge profit/loss of the ambulance service they were not. So wrong were these numbers that Kathy said before and after she handed them to me, and I quote, "These numbers were put together as instructed by the city council." I looked at them, gave her a WTF look because I knew they were trumped up, and she re-iterated those same words. She wasn't about to put her good name on the garbage she handed me.
After that, the DA was given the same garbage numbers to trickle out so that the Mayor could save face.
We under bill and don't bill for services that we should be. There is so much money thrown away it's ridiculous. We don't charge for accidents, landing zones, you name it, we don't charge for it. Whose fault is that? The city administration's.

I'm just curious how the current contract with Cardinal EMS is legal since only the mayor signed off on it? Should there not have been a council vote at the least?

If you look at any other towns our size. They have a Vol. Fire Dept. . And these towns do a great job. And save the city alot of money. No I am not one to say a paid Fire Dept. is better than a Vol Fire Dept. But I do know this city spends way too much money for the service that they provide. And as the Capt worte in his own words. They only have 250 fire calls per year. So we end up paying for a service that is not needed on a full time bases. This Union can not and never will be able to show the need for a full time crew. I am not a Cardinal employee nor do I work for this city. But it is nice to now this down south poor city can afford to throw away money. I SAY WE NEED A FULL VOL, FIRE DEPT.

Alright lets look at towns our size and see what they have. Benton, which is 6 miles to the north. They are comparable in size to us. They have a FULL TIME fire dept. They do not make out of town calls, and they do not offer an ambulance service. Lets go 6 miles south to Johnston City. Considerably smaller community then ours, they full time firefighters. They too do not run an ambulance service. In our immediate area the only towns that have all volunteer fire depts. are very much smaller in population and area than ours. Having been around these communities, I can assure you that these depts. are in no way near ours. They are at best mediocre. They are not as professional nor as well trained as ours. They also don't have high rises or large buildings such as ours. And, let me remind you that we are one of the few depts. with a full time ambulance service. I can assure you of this. There is not a service in this county or near our town that are as good on the ambulance service as ours.

Compare calls for service to area towns too. West Frankfort is called a great deal more than most surrounding towns. And that is not including ambulance calls, just fire calls. Add vehicle accidents and that number goes up. Put in ambulance calls and they are far busier. They prove daily they are needed!

I just got to know why a recent field fire on Yellow Banks Rd. near Interstate Dr. was turned over to West City fire department, even though West Frankfort was on scene? I understand some people hate it when other departments "infringe" on there territory. AM NOT bad mouthing anyone, just an inquiring mind wondering.
Would like to say thank you to all fireman, volunteer or professional. I'm not going to bad mouth any department as SOMEBODY SPECIAL did in an above post.

I had the pleasure of meeting Brian Cunningham, Franklin Cnty Emer Mgr. He is asst chief of Ziegler FD, a vol dept, I asked him, "When you are called/toned out for a structure fire and arrive on scene, how many volunteer fireman can you absolutely count on being there by the time you arrive". His reply: "One". Ziegler is approximately 12-15 miles from his office in Benton.

My comment: "With only one fireman on scene - the only thing you can do is watch it burn down". He stated, "they have mutual aid with Bush and Royalton". I replied, "aren't they also volunteer departments", at which point he said, "and WEST FRANKFORT" - which they can always count on to be there.

Federal and state law dictates: There must be 4 uniformed firefighters on scene to enter a structure fire... 2 in.... and 2 outside to pull them out if something goes wrong.

My son is a West Frankfort vol FireFighter. He's paid $20 per call. If they ever go to an all volunteer dept. I'll pay him $500 to stay at home.

I would not want him to be the one FF on scene if someone was inside, because he would enter a burning building to pull them out. I trust his Fire Fighter brothers at the West Frankfort Fire Dept to keep him safe. So does his wife and daughters.

Instead of reading the B/S from the mayor, city council and Daily American for your information. Come to the city council meetings. You'll get an eye-opening education about what is really going on with the way our city is being ran and the misinformation that is being fed to everyone.

BTW one of the fire dept captains makes $18.77 per hour +$8.40 for pension. They are required to work a minimum of 50 hours per week. They are paid overtime for over 50 hours. Ask those people in the accident on I-57 last month how much they should earn.

Maybe you should also take a look at the payroll expense for all the other departments in WF... I have - based upon what I saw - the Fire Fighters may be underpaid.

Hopefully, I'll see you at the next city council meeting and would be glad to sit down and discuss the issues we face.

Ok Joe Blow. I wasn't bad mouthing any department. What I stated was a simple fact. WF has a well trained, well equiped, professional group of firefighters. That also includes the volunteers that are a part of that group. The phrase I used was mediocre, and I will stand behind that 100%. That has to do with the amount of training and the resources available. It also has to do with the character, and compassion of that group. I have seen them perform beside other departments, and they really stand out. Bad mouthing, no. Bragging, you darn right.
