Glen Mills insurance adjuster arrested for fraud

Published: Thursday, February 17, 2011

Delaware County District Attorney G. Michael Green announced the arrest and charging of Stanley Wheeler, 41, of Glen Mills. He is charged with multiple felony counts of insurance fraud, forgery, theft, and related offenses. As with all criminal defendants, Wheeler is presumed innocent unless until proven guilty.

The case began in 2003 when there was a fire/explosion at 211 Margate Road in Upper Darby. The residence was owned by David Karnbach and was insured by Liberty Mutual Insurance Company. Karnbach filed a claim with Liberty Mutual and hired the defendant’s company, Wheeler Adjustment Services, to assist with his claim. The total payout for the claim was $129,757.

On Sept. 28, 2005, the defendant placed a claim for water damage at 211 Margate Road to Liberty Mutual under Karnbach’s insurance policy. Karnbach was unaware of the claim. The defendant purchased 211 Margate Road from Karnbach in October, 2005. Later in October, 2005, two checks were issued by Liberty Mutual for the Sept. 28, 2005 claim. The checks were cashed and bear the defendant’s signature and the purported signatures of David Karnbach and Ross Karnbach. Both David and Ross Karnbach report that the signatures on checks are not theirs and neither received money from the cashing of the checks.

The defendant used 211 Margate Road as a rental property. His tenants complained several times of water and sewage leaking from the upstairs bathroom. The tenants sought an estimate for the repair in November 2009, but the repair was never completed. On Jan. 21, 2010, the defendant placed a claim for water damage and vandalism at 211 Margate Road to Nationwide Insurance Company. The defendant later provided an examination under oath to Nationwide and denied any knowledge of prior water damage and denied that the tenants contacted him about problems.

“Stanley Wheeler used his insider knowledge of the insurance business to defraud one insurance company and attempt to defraud a second insurance company,” said DA Green.

“The defendant, as an insurance adjuster, held himself out to be an impartial broker between insurance companies and policy holders, but instead he took advantage of both sides for his own gain,” Green said.“Insurance fraud contributes to higher insurance premiums for everybody. My office intends to continue vigorously investigating and prosecuting those who engage in insurance fraud.”

Stanley Wheeler was arraigned Feb. 16, and bail was set at $75,000 at 10 percent. The defendant posted bail and was released on his own recognizance. A preliminary hearing is scheduled for 8:30 a.m., Feb. 28 before the Honorable Harry Karapalides in Upper Darby District Court.

He might be an adjuster but it takes people and/or policy holders to actually file a claim.

After the severe storm of June 2010 alot of people got new roofs and windows when they only needed repairs or repairs on one side of the house. It took coaching from corrupt contractors and greedy home owners who saw free home improvements they should've been doing out of pocket every year. You had people who hadn't done a thing to their house in a decade all of the sudden worried about new windows and flashing???

Now the neighborhood is considered a risk area worthy of year home owners increases because of all the 2010 claims. It takes to two to tango.
