Rails-to-trails plans again considered

Lewis County legislators are slated to once again consider a long-discussed plan to convert 31.4 miles of unused rail lines to recreational trails.

Whats wrong with doing something positive for the residents of Lewis County, who pay their way, This will give them a way to enjoy our county, with out spending lots of money to go else where to find relaxation, and unwind after a busy work day, or week, We need more things like this rails to trails in upstate N.Y, for those of us that are trying to stay within our budgets and enjoy the simple things in life...... The problem with Rails to Trails is that there's the cost for the trail but nobody tells you about the cost to purchase the railroad, the maintenance of the trail, who will pick up the cost of the maintenance, and the insurance factor.
Why should the village residents have to flip the whole bill.
