If we refuse to renew that old levy that we passed...?

If we, the taxpaying citizens and residents of West Carrollton, refuse to renew that old school levy that we passed, could and would this mean that we get tax cuts instead of increases? I mean, since, if we renew them, it won't cost us any more, at least according to these local media whores who always need and want more?
