Riverfront Development Advice [better if I get a consultant fee from the City of W.C.]: If you want to attract men [aged 18-35], young, dumb but with disposable income that they and their female friends are willing to spend on entertainment and nightlife, with or without wives, you are going to have to stop the cops from pestering and arresting them for OVIs. The senile citizens, kids, families and Spring Flingers will not support million-dollar businesses, much less pay the utilities, despite their babble and abilities. There are no more blue collar dollars to spread around with all these other casino and entertainment and riverfront towns, and it makes us frown. We also need more poor whores, young pretty ones, without the pimps, drug addicts, drunks, punks, drugs, thugs and guns. It's a no-brainer, get fresh young immigrant girls right out of the semi-trailers and shipping containers, and let them work cheap and free for me, you see. Men will not sit alone, unless or until they go back home alone, needing someone fun and female to bone.

You can bring in the riches, after you bring in the pretty young bitches, especially if they are nice reasonably-priced 'hos, but not teasing without pleasing 'hos who are all show and no go; because men will eventually catch on and will not sit and drink until closing time or dawn. If they have to drink alone, they might as well stay home and not roam, which ought to make the MADDs and SADDs glad, but the tax takers and wasters sad.
