A question arises on why the Spencer Fair located nearby kept rides running (according to attendees) when this storm approached and hit?
Where is the Spencer Fair Association's leadership? Spencer Police on site? Why didn't they temporarily shut down all rides? Clearly the threat was credible. Its is simply an Act of God that the people at the Fair weren't struck. There should be a clear policy on shutting down any events during storms approaching.
