I've had the misfortune of taking Amtrak a couple times and arrived several hours late. Without dedicated passenger tracks, counting on the trains that run through WV for timely travel is a joke. Freight takes precedence while Amtrak trains sit and wait for a clear track.

I've also had the chance to ride high speed trains in Europe - smooth, quiet, fast, and on time. When a schedule board give a departure time, that's when it leaves. No comparison with here in the U.S. It's just not a priority. Outside of metro areas here, public transportation is a joke. Heck, even in Mexico the buses are nicer than Greyhound. It's particularly bad locally. Even Mercer and McDowell Counties feature a regular bus service:
