Is it better to sustain failure than to promote growth? Seems to be the progressive message these days. We can't do that and survive.

You are still full of it because of how you posed your questions. Sustainability is pro-growth And PRO-LIFE (as in we all won't die).

sustainability, as I understand it, is an arm of UN Agenda 21 and a way of creating a "nanny state" Some towns have even gone so far as to tell people they cannot grow gardens in their own yards.. we need less bureacracy not more

If that's how you understand sustainability, then you misunderstand it completely. Sustainability is nothing more than the common sense realization that we can't keep sh*tt*ing where we eat.
