Hmmmmmm... Something smells fishy here. I can't help but think that the teachers and their unions will benefit greatly by setting up a rating system that would exclude ... Ummm lets see, perhaps small privately run centers. The devils are always in the details and once again we are not being provided too many details. Teachers and their unions have destroyed our K-12 educational system. I would hate to see another level of education added that is corrupted from the get go by those that have proven they can't teach.
