An Open Letter
Dear Mr. Rodriguez
It has been over eight years that the Director of the Ellis County Community Supervision and Corrections Departmetn announced that he was turning over the entire Department to you. We the people of Ellis County have patiently waited for you to manage an effective and efficient department. After all this time we now know that the Probation Department has been constructed as nothing more than a manifestation of your ego. When we look at the department we see no effective programs, we see a hostile work environment, we see inconsistent administrative violation hearings, we see super-micro management at all levels, and we see decisions being made to enhance your power and control.
We do not see the officers having structured resource materials for officer referrals to significant agencies. We do not see anything special happening with the caseloads you call specialized. We do not see the mental health cases receiving anything more than being told to go to the local mental health agency. The thing you call a drug court is little more than a big group meeting. The classes you force the officers to facilitate and offenders to attend have no impact on everyday life problems of the probationers. The violation hearings operate exclusively for your personal power over others lives. You rarely ever consider the suggestions of the officers that know the probationers best. Your field unit dressed in police gear and carrying guns is a materialization of your ego’s quest to rule.
There is not an in-house staff training program and you constantly discredit anyone with a valid idea. There has never been a promotional track and you manipulate the process each time a position is open. Females are treated as 2nd class and your few favorites are elevated as long as they acknowledge your total control. You attempt to alienate the vendors that supply treatment services, the District Attorney’s Office, the Sheriff’s Department, Defense Attorneys, or anyone that asks questions involving your decisions. Although you are designated to be a servant of the tax payers of Ellis County you function exclusively for your own purposes.
You may wonder who we are and how we can make these statements. Well let us tell you who we are:
We are the female Assistant D.A. that set up a meeting to seek to enhance a working relationship, only to have you rudely begin the meeting with,“I don’t have to give you anything until I feel like it.”
We are the treatment vendor that would not “play ball” refusing to raise the cost of services or change the evaluation process as you demanded thus you capriciously barred our treatment services from any Ellis County probationers.
We are the probation staff that years ago warned you that the Director of the men’s half-way house in Ellis County might be using the facility for sexual improprieties, but you ignored our seeking intervention.
We are the family of a probationer that you publicly stated you would “wear him out” despite no known violations. For unknown reasons you placed all sorts of sanctions on him thus you must have been happy when he committed suicide leaving a new born child behind.
We are the staff that has served the department, some more than 20 years, only to see you change the promotion procedure justifying the hiring of an acquaintance who was being forced out of the Dallas County Community Supervision Department. WE have never received notification as to what we did or did not do to be discarded as not promotion material.

We are the staff that warned that a co-worker regularly smelled of alcohol only to be discredited as “poor” officers. We watched you reassign that staff person to the field officer position allowing him to be alone behind the wheel of the department vehicles. When asked about the liability of such a decision, your response was “because I can.” After 4 more drinking incidents you still irrationally authorize his driving alone just to show your supremecy.
We are the mildly mentally challenged black female probationer that while wearing your gun during one of your special hearings, you threw your chair while yelling and forced the signing of a payment plan you devised.
We are all the probationers that were forced to discuss private medical and psychological information during your hearings while others listened.
We are all of the probationers that were forced to sign amended orders of supervision under duress of your promise that a MTR would be filed and prison or jail was eminent while denying legal representation.
We are all of the probationers that were revoked for technical violations while other probationers committed duplicate illegal offenses which you hid from the District Attorney’s Office in your personal fight for power.

Well i ended up doing 3 days jail while i was suffering thru a tubal pregnancy. One of my "clause" im my probation was to "dont you dare" try and communicate in any way withy husband (still at the time as divorce was pending) but since i was having a tubal pregnancy and just diagnosed with multiple sclerosis was not able to work at that time. I did not have any money to pay for the termination of my unborn child nor meds for my incurable disease.....so mr Rodriguez. Made me go back to court during this overwhelming time in my life for communicating thru emails as to will you be by my side during this loss of our child and could you please pay for all my follow up hcg bloodwork to ensure the baby was infact disintegrating inside me other wise my life could bein jeopardy if in fact the shot to kill my baby was working. So i needed tp keep ccommunicating withy husbandi tried to explain that to Rodriguez but couldnt get a word out because he refused to listen witb any kind of sympathy nor empathy so i didmy 3 days in jail while my baby was dying he is just a power hungry ######. Its so unfair and i will never forget your unfair judgement.upon me and to make me go thru this traumatic time in my life by myself and in jail i hope what i read above is true and he has beem fired!!!! Heartless. Power hungry, abuse of power

I had several encounters with this man. i was forced to quit my job have a scram put on only for it to malfunction and guess who paid for it in jail? he tried to force me to kevins half way house knowing he was a pervert. I left my probation and moved to another state because of that prick. I'm glad he's gone i wonder if we can sue for damages?

I was a CSO IN Ellis co CSCD. THIS man was hated probationer. He once wanted to send a P, after she served 10 on P, for a DUI.I went to court and told the judge, she relasped,and did not deserved to go to prison! He came for me, I fight back. He was escorted out of ECSCD by the Texas Ranger. I went back to TDCJ. He was hired by a friend @ Fort Worth Adult Probation. He is a CSO, probably doing the same thing there. Please protect this criminal!

I have a son on probation in Ellis County for a traffic violation class A misdemeanor. He had paid all fines and court cost upon appearance and had reached a agreement with the county attorneys office fpr a 6 month supervisef probation .
But Judge Calvert threw it out and handed down 11 mos. Probation, drug screening, drug classes( both of which we must pay for). Keep in mind my son has NOTHING but traffic tickets on his record.
The probation department has shuffled him between 4 different P.O.s since February, sent him to 2 different " drug education " class , which we have paid for , only to find out " oh sorry your in the wrong class! You need to be in this class. Oh and No none of your attendance or fees will transfet or be credited." Keep in mind this is for a traffic violation.
When I ask if we had any recourse my attorney said and I quote," Either appeal to the State supreme court, or spread alot of money around . But be warned , dont cross Gene Calvert."
This is a judicial system ??
