Should non-partisan elected officials not make endorsements in partisan races?

Watkinsville Mayor Jim Luken and City Council member Brian Brodrick both appeared on the list of public officials endorsing Brian Kemp for Secretary of State. For Brodrick, a long time partisan political activist, it comes as no suprise. For Luken, this may be his first time in a public sense to involve himself in a partisan race.
