Napolean store/help Mr.Cain

I am very confused about how the break-ins and robberies are handled at this store ,due to it's location and the amount of trouble that goes on here,I am confused as to how each incident is handled. Mr. Cain ,it seems that you are the go to guy on this site(TOPIX) and what I consider the backbone as well,can you come up with some clues as to why nobody ever gets caught or arrested when things go down at that store?I am sure that there are many people who want to know but won't ask.

One reason is because the Sheriffs office wont investigate nothing in this county and that is why we need a change. I personally like Nelson Brown very much and you couldnt find a nicer guy, but he cant run a sheriffs office.

I have heard this come across the scanner quite a bit lately. Who owns that tire place across the street from the store? Who owns the store?
