I was under the impression that what determines the cap on the number of foreign workers permitted is based on the number of qualified applicants that interview for a position, not just the number of unemployed people there are. In other words, companies always keep the job requirements inflated so there are never enough qualified applicants, even when unemployment is high.

It's much more complicated than that. The government doesn't CARE about any caps on employment and neither do businesses. It's whoever they can count on to do the job and work the cheapest.

The problem I have is that our current education system is a BREEDING GROUND for dysfunctional adults for society. They are so politically involved they don't teach the necessary stuff anymore. And they turn out in some cases degrees that mean NOTHING to employers. And when employers can't find workers with what is needed to succeed and a sense of hard work, they look out of country. This is not to mention those out of country don't have the sense of what is fair. They just work.

You have a point there. Frankly, for most of the IT jobs I have seen, there is NO reason to have these 5 years service in the industry requirements, when it is very easy to train even a person with just an A+ degree how to pull bad drives, diagnose bad drives in enterprise servers, etc.
There are PLENTY of people with A+ degrees like myself who would be MORE than able to fill these positions... but of course we would ask for a REASONABLE PAYRATE of 12-15 dollars an hour.
