Anyone who delt with Richard Doherty in North Adams, Adams, or Greenfield knows that the local inspectors did'nt "target" him. The properties he purchased were at the end of their usefull life and the mortgages on them are well above what they are worth. The states health code enforces minimum standards, many of these properties had a hard time meeting them. combine that with poor managment and some tenants that no one else would rent to (a good example is the major drug bust in Adams a couple of weeks ago- they came from one of his abandonded properties on Jordan St.)and you end up with a huge mess for Adams and North Adams. The Berkshire Eagle and Transcript has covered enough of the stories about his short tenancy here to know better than to make a statement like that.
