Overcrowding in the village of wappingers falls!

I've lived in the village of Wappingers Falls for approx. 11 years now, and have increasingly noticed that multiple homes located in the village have overcrowding problems. Seems like every week it's getting worse, with some homes! More cars, with out of state plates are parking in the streets near these homes. Has anyone noticed?
A couple of houses on 9d near the Valero are extremely overcrowded, and not taken care of, with living room furniture on their front porches, and for "room rent signs". A few that really stick out are the 2 homes leading to the corner of Maple Avenue and 9d on the Valero side. Did anyone ever see the amount of cars, and people that live in the one corner(white & pink)home on maple, and 9d? It's close to 20, with appox. 15 cars at all times!
I was at the Valero getting fuel one Friday night approx. 10pm, and could not believe the loudness of Spanish music coming from these homes! It was crazy,it was like you were at a Spanish concert. Do the people living around these people and homes not hear this? So, the next Friday i went back to the Valero (same time), and there was the music again, loud!!
I spoke with a person that lives near these few homes, and she said "every Friday night at 9-12 pm the block is filled with the noise of Spanish music! Not, only this but, the cars that are associated with that corner home, and that line the corner of Maple ave at night, have no regard for any neighbors, the surrounding properties, and streets etc, and that she has seen these people pulling up and down the curb,on to the NEW side walks damaging them, throw garbage into the streets daily, and approx. three of the 20 people that live there will play their loud Spanish music while sitting in their cars for hours no matter what time, and or day"! Also, when most of them clean their cars, they throw their garbage straight into the street.
I took a walk down to this block and saw where these cars park, it's a disaster, on that side of the street! The street is covered with oil from all their cars, garbage, curbs are broken, the line of cars go at least one full block up,with many of these cars having out of state license plates. This home is also parking approx. 4-5 additional cars on village property (paper road). Also noticed, the home owner seems like they tried adding an additional electric meter leading to the attic, seems like it was caught though by the building dept..
Has anyone else noticed the same around the village?

In addition to the above, the home above is a 2 family home, that was granted a building permit 2 years ago for " a family room" in the basement. Seems though that approx. 6 people at all times are living in the basement now? And, the attic space (that cannot be used as living space) is also being used as living space, do to the fact there is a cable tv wire floating in free space above the roof line, and going into the attic, and there is a window air conditioner.
As a local,law abiding, tax paying village resident i feel that homes of this nature should be inspected weekly for overcrowding, building code violations, and health code issues.
Just seems that this issue is getting worse, due to the fact that out of state vehicles are showing up weekly to these village homes.
