I agree with Paul. Wanner and Horne continue to build a bureaucracy and increase county spending. The "ditch tax" and the creation of new manpower positions is but one example. There are enough "fluff" positions in the county staff that could have been converted to this department. It is questionable that this department is really needed. Tax and spend and hire more people is the dem's way.
