Rio Vista Sewer Overcharges

It appears that the people in Trilogy who are paying assessments on one of two 30M Mello-Roos bonds are being overcharged for their sewer service. Aparently these two bonds are paying the entire cost of phase 1 of the NW Wastewater plant, which is a 1MGD(million gallon per day) plant. Your usage is only around .2 MGD or 1/5 of the plant capacity, but you are paying for a 1 MGD plant. The proceeds of the bonds are for capital costs only; none of the proceeds are for maintenance or operating cost.
The financing agreement and information on the bond issues may be obtained at the RV City hall.

Rumors are flying in Rio Vista - that hundreds of residents have stopped paying any or all of their water and sewer bills. Downtown - it's no rumor that homeowners are now paying $124.73 (flat fee) for their w & s monthly. Trilogy is paying $98.97, plus 90% of the residents also pay another $25, to $117 per month in Mello-Roos bond debt service on the new sewedrt plant,- so their actual bills are $124 to $216. per month. Shea has a sign up - att eh entrance to Trilogy - says "No bond payments for 10 years" with a new purchase... that's gotta be reassuring to the 90% who are already footing the city's/Shea's infrastructure bills.... and the new sewer plant is owned (restricted to the legal use of) by Shea, Lewis Homes and McCormack-Grizzly .... city has NO RIGHTS to hook up any property up to that plant - though sits 80% idle ...
Any good ideas about what to do about all this?
