This sick pig of a man should not be allowed to freely roam Middletown. He did a great job of convincing everyone he was mentally ill when he murdered his pregnant wife. Why is he not incarcerated at Whiting?

As a former Middletown resident, one who attended the sidewalk sale where Jessica Short was murdered, I am disgusted that criminals who are either genuinely mentally ill or who managed to convince a judge/jury that they were, are allowed to roam free. I am even more disgusted that the man in charge of CVH doesn't consider the safety of his institution's host citizens to be his top priority.

Since when do the rights of murdering wackjobs come before the safety of Middletown's citizens? Pathetic.

I am disappointed that CVH has allowed David Messenger to wander freely about Middletown without informing citizens. This is a public safety issue. He may have fooled a jury into believing he's mentally ill, but the fact remains that he brutally murdered his pregnant wife in front of their young son. I don't want someone like that lurking in the community.

Mr. Perez needs to change his attitude regarding the safety of Middletown's citizens - this needs to be his top priority. If he wants to avoid a repeat of the Jessica Short tragedy, he'd better pay close attention to which of his patients are allowed out freely in the community. Another incident like that will turn public opinion against CVH once and for all.

These patients who have committed brutal and violent acts, while mentally ill, have no place in the community.

Middletown residents find plenty of employment at CVH. There is no incentive for CVH to let people go.
CVH is a jail and not a "hospital." Let's face it. People are drugged against their will and therefore do not improve.
Psychiatry is a huge failure, and that is because BigPharma tells them everything they know.

Tom McGlashan (Yale) was a headline in the New York Times for admitting psychiatry has no idea what they're doing.
McGlashan drugs the kids the DCF kidnaps and are thus declared "No-Nexus" (free to experiment on). And the kidnappees all need drugs from the trauma of the removals from their parents, and not from CHILD ABUSE by their parents.
This is true in 90% of the cases- a Corrupticut as well as a national statistic.
So, There you have it. Turmoil everywhere as a result of these nutcase psychiatrists who do nothing productive.

The telling remark is the instituion's policy to NOT notify our police when unsupervised activities are happening. We have sexual offender egistries, ankle bracelets, etc. that enable other communities enjoy some semblance of safety from offenders.

In my opinion, offenders that kill, or maim, or are predetory in some way should remain under regulatory observation and control, period. Who is to guarantee that they remain cured or are continuing their medication? Many don't and many others suffer for it.

I respect Barbara Weiss imensely. She is one of the most principled persons I have ever met. Her concern speaks volumes about the issues we face here.

all criminal "patients" should be required to wear alarm ankle braclets due to the hospitals lack of security devices (fences)... as for the more dangerous of them being allowed to "visit" town ... maybe if guarded by armed police and wearing a yellow prison marked jumpsuit - otherwise murderers and the criminally insane belong in prison

The bottom line is patient confidentiality reigns. We will never know when anyone goes off the CVH grounds. This will never change, trust me on this one. The administration at CVH have that built in shield that they hide behind.
What there has to be done is a system/method where standards are set, benchmarks met if you will. Then the ultimate standard is to have someone sign off on each pass, not just order the pass, by signing off you will assume responsibility if anything behaviorally were to go wrong. I am sure that this is not in place now, people might think differently if they might lose a job/pension. This will leave someone responsible, you know, where the buck stops. Something you don't see in local or federal government. This could be a treatment team, where it would make it necessary for ALL/EVERY member to agree. As`I recall there were staff members who felt Peterson was a problem that day.

Keep him out, he murdered my sister and I don't believe he isn't in jail either. I think he is more intelligent than "insane" and deserves to pay for the horrendous crime he committed. Do all you can to block his visits, but if you see him, make sure you call him David, not Dave. That has made hom "blow up" in the past!

I fear for Heather's son and her family when this man gets out. He is plotting his release in a cunning and crafty way. He is absolutely NOT in remission. And isn't remission something that can come back at any time, with or without warning???? What on earth are these so called professionals thinking over there? If there was true justice, this man would now go straight to prison to serve the next ten years. I bet you wouldn't be hearing these appeals about him being in remission if that were the case. Mark my words, this man will try and find his son first and then his wife's family. He has a plan.
