If no one is getting trashed or was hurt, then no harm no foul. Tell the kids to break it up, give them a warning, collect their names and keep a police list of such. Giving tickets to 18-21 year old people is a joke, as per the most people's opinion. Not all kids finish high school, go to college, etc. etc. therefore some have the same responsibilities as adults. Most Cops have major anger or other issues. They live in their own little world and forget what it was like when they were a kid. They lie in court, and they look the other way depending on who is being charged. At least in my town, where corruption is out of control. The football team has parties, and the coach calls to cops to break it up. No tickets are ever given.
