What percentage of homeless who want help get, get help? How can we lump homeless into categories, if we cannot measure or quantify the attributes, i.e., want help, don't want help, mentally/physically disabled/challenged. Get your hands around the issue, before you can come up with solutions. You are simply talking around failures about homeless issues. Get some action and make step forward to resolve the issues.
