I imagine you need to look no farther than the construction unions.

If I lived near the hydrant, I would want both hydrant outlets available to HFD. And HFD can't just say that the 4" outlet will be adequate because they don't know how big of a fire they might have to fight. Addtionally, why even have a 2-1/2" outlet on the hydrant if HFD isn't going to use it.
