Im glad I was able to find others in this screwed up community that have the same issues as me. We went from using around 4000, to 8500, to 26000 gallons over a three month period. The town manager fully admitted that they have slacked in the past with meter reading and were trying to resolve the situation. So my excessive water usage was either one, I have a water leak, or two, its back billing from past water usage. Is that legal? To billsome one for your mistakes? I dont mind paying it but if it took me a year to acummulate that much in back billing, I think I should at least have a year to pay it off! But thanks to the town of marshville, I have to s**t $350 the month before christmas or have no water in my house. My kids are making their lists for santa as we speak and I feel like I should take them to town hall and hand them over to the so called MANAGER of this town.

George and I noticed that our Mexican neighbor Hector Humenez had his water shut off because he wouldn't pay the water bill. We saw him and his girlfriend carrying big jugs of water into the house to flush the toilet with and take baths. They fill them up somewhere out near the park every day. I guess they are getting free water like that but it sure seems like going to a lot of trouble. People have to do what they have to do.

I am on disability and just my water bill takes almost Four months of the money that I receive each year... leaving very little for anything else...
I might just show up at their "meeting" on the 5th....They have screwed my family on the water bill for well over 20 years ( probably even longer...)
These "heartless" money-grubbing Bastards... do Not even care ...

I am using a false name because all of you probably know me. I am going to tell it like it is.

There is only 2 explanations for higher than normal bills. One is human error-somebody ain't reading the meters right and number 2 is increased water usage. Increased usage is either a leak or the homeowner is using way to much water and don't know it or don't want to admit it.

I KNOW FOR A FACT that there has been a problem in the past with reading meters. In some cases they just flat out made something up to move on and save time. It was kind of like estimating based on what the meter read every month. If you do that for 2 or 3 months and then read the meter the following month you might find you are way behind in the number of gallons. Adjusting up to the correct number means the customer is going to get a huge bill. I know that happened to several people.

Several older houses on one particular street have been hit with big bills. It's curious that these houses beside each other and across the street from each other all have higher consumption than similar houses just one street over. They have had a plumber check for leaks and everything seems right. One homeowner had a pressure test run and the pressure was ok but on the low side. The next step, if they decide to do it, is to dig up the lines and replace pipe. They don't know if that will fix it either.

Well good luck with your bill. We got mine straightened out with help from the lady they put in charge of figuring this mess out. Mine was because of human error. It tunred out I hadn't used as much as they said.

They talked about the report from the company that did the evaluation. They said some of it was leaks and different problems with meters and so forth but most of it was the person responsible for reading the meters not doing his job right. The guy who was reading them would get pulled off to do other maintenance work and would get way behind. Since they wouldn't let him work overtime he couldn't get all the meters read by the deadline. He had to guesstimate what he thought the meters would read. Then when he came around a month or so later he would be way off so he would adjust the numbers to make up for the difference. That resulted in some people having 2 months of water/sewer to pay for instead of one. Amanda said we needed to make sure that maintenance wasn't pulling the meter reader off to do other things. Norma said we probably needed 2 people reading meters to get it done faster and one could check on the other. Frank said they were in the process of hiring another town employee and he or she could be trained to read meters as well as work on maintenance. Dora then asked if the town would provide equal employment and equal pay to a woman who worked in maintenance?
They all said yes and then she said a woman would be conscientious about reading the meters and the town should be open to hiring a woman. Then they started talking about fire safety or something and I got sleepy and left.

This town is crazy, we have lost two employees that have served us for over 30 years because the town council needed a scapegoat for people that cant control their water usage. These two girls have given their all to this town and now are being used as the "excuse" for idiots that cant shut the water off. What is my town coming to? This is what happens when you hire people from out of town to run our town. They are heartless, not considerate of feelings, and have not considered the past years of these two wonderful women that have worked years to give us good, polite service. Where else can you go pay a water bill and the clerk gives your dog a bone while she serves your needs? These two girls will be surely missed. Whats next for our town? These people did not deserve this treatment and I am sure we have not heard the last of this. Who is next on the town councils chopping block? Anything to make themselves look good? Ashamed of my town.

Many have asked for comment on this. This is what we have found out.

Although our church is outside of the town we have several members who reside inside the town limits. Many of them have voiced complaints, especially in the summer months of excessively high water bills. One of our Deacons has been going around reading the meters of our members and keeping a record of how much water each household used per month. In every case the town billed our members for many more gallons of water than actually consumed. We took those figures to Mayor Deese and Councilwoman Bivens in August and was told that something would be done. Meanwhile our members were told to pay their water bills or be fined.

When the study was completed two weeks ago we found out that our figures were EXACTLY right and the bills were far to high. We have since learned that the town is not going to pay refunds but will give credit on future bills until the correct amount is reached. As an example, one person had a $78 water bill last month and will have a bill of $11 this month which will equal out his overcharge.

I hope this explains things better than the paper did. Frank told us if we had any more questions to call Town Hall and they will walk you through your billing step by step.

Many CalAm water customers in Monterey, CA have received bills for thousands of dollars. One woman got a bill for $9,800 for one month. Coach Bill Walsh's son got a couple of bills for about $5,000 per month. On 1/21/13, local news KION, told a story of a guy who got a $6,000 bill and the house had been vacant and the water valve was shut off. In all these cases, investigations by plumbers showed NO LEAKS. The water company said its meters were reliable and wanted the money. We are asking the public utility company (CPUC) to investigate. Something has to be done because this is happening all around the country.

My bill was over $100.oo ... Not too bad considering what I am normally charged...
My yearly water bill is well over $1,500.oo per year and I live alone and do Not use a lot of water....
(the City Limits...runs through my backyard... thus my house is in the County... a screwed up mess ... and nothing that I can do about it ....)

It is the "sewer" part of the bill that is most of the bill...
Well would be nice ... Land is good for a well... but Not for drainage... A Septic tank ( would have to be built above ground)... Which is well out of my price range...
