Former Hubbard police officer sues city, alleges illegal traffic ticket quota

Hubbard Texas is a dead and dieing dirty little town that can't afford to pave the streets. There are 2 town idiots who assume law enforcement duties... untrained, poorly educated punks with a badge. There is no thriving business there, so traffic tickets provide the vast majority of the town income. Be careful driving thru and don't stop!
