Driver's case of mistaken identity on Highway 198

Poor woman was rightly scared, I mean all the recent news about people being shot by a deranged gunman and gang shootings. It's enough to make anyone feel apprehensive, and since it was twice reported by another indivdual she wasn't alone. Perhaps a different method can be used by the CHP to catch speedsters.
