I'm planning a beach trip for September and just had a few questions about Virginia Beach.

1) How clean is this beach?

2) Is there a particular set of rules?(ie no smoking on the beach.)

3) What's the weather like in September?

4) Other than the beach, what else is there to do?

If there's any other info you'd like to share I'm more than open to hear it.

1) The beach is pretty clean, but it has lots of public areas and sometimes you'll run across a piece of trash, but there are trash cans and the beach is certainly no dump.
2) I think the public beaches might have rules about loud music, littering, and possibly smoking but I don't remember for sure. Also, no nudity. Possibly also a rule about pets.
3) The weather in September is sometimes very warm and sometimes cool, and changes from week to week. Check the weather forecast for the week you plan on going (unless you're planning way ahead of time and can't). Earlier in September is probably better, but sometimes it will randomly be cool early in the month and then warm up again later. Also, if you're going to go in September, make sure there isn't a hurricane coming in (you usually get a week's notice or so before one arrives).
4) There is a boardwalk that stretches down the length of the beach, and this boardwalk (as well as the first few block into town) has lots of restaurants, bars, hotels, and tourist attractions (shops, funhouses, novelty museums, miniature golf, sometimes concerts). It's not as busy and carnival-like as Ocean City, although I think they did recently build an amusement park. There are also private beach clubs and other places with private beach property you may be able to get into.
Also, if you drive out of town a little, there are some local attractions such as Fun Spot (a mini amusement park with go-karts, bumper boats, batting cages, and other stuff like that), Nauticus Maritime Museum in Norfolk, a couple of lighthouses, and if you don't mind driving 60 miles out of town, there's Jamestown, Colonial Williamsburg, and Busch Gardens.

One point of advice; there are only a couple of public restrooms and they discourage you from changing in and out of bathing suits in them (as of the last time I was there, around 2010), so try to stay at a hotel near the beach and/or put on your bathing suit before you leave your room.

I have never been to Virginia beach but yes, I did get a chance last summer to spend my summer vacations at North Padre Island and the place is beautiful. What enhanced it's beauty was the beach side house that I rented with The Rental Management Company.
