State death penalty system needs overhaul, report says

I have not read the report yet. But from the summary it looks like it is a boilerplate study based on forgone conclusions. I HAVE POSTED THIS IN SEVERAL PLACES.
Everyone should be aware of the disclaimer on page 3 of the report: PLEASE NOTE WHAT ORGANIZATION FUNDED PART OF THE STUDY.
