This is a sad state of affairs. Trust me, people are commenting on it over at KVAL and it's not pretty. What bothers me most is that if EWEB knew it could flood and they were aware that it would not be impervious to that flooding (even if they "didn't anticipate" it wouldn't "withstand it") until a final layer was put on the parking lot then why did they not put that final layer on before winter?
Was it just a case of running out of time, poor planning, or was someone crossing their fingers and hoping that conditions would not arise to cause flooding before things were finished? Considering that we are in a La Nina cycle that was previously predicted, it definitely appears to have been bad timing, at the very least.
I also wonder if this will just be the first time the river has its way with this new boat landing? Let's hope not.
