"Higher personnel costs means less money for infrastructure,"
==========
Lower personal pay means less economical activity. If the city paid more to people rather than buy toys those people would spending that money in the city rather than Tupelo buying things outside the city.

Tourism is not going to save Tupelo. The leaders of Tupelo are lining the pockets of the hotel and fast food people and screwing the general public which they represent. The other branch that controls Tupelo is real estate and medical business.

I agree. Water and light could cut costs in so many ways and still give lower paid personal raises, yet, would save the city money. One man makes the decisions there and are very poor ones. But the city hall only hears what he says and they believe him. There is so much going on behind the scenes at twl. For one, someone there for 40 years is too long. Especially with that salary. There is some saving there if the city would quit listening to his double edged tongue and start asking more questions to twl employees to get the real truth. Somebody needs to do something about this. Ive been told that half of them are looking for other jobs just to get out from under the corruption.

TWL could be connecting everyone to high speed fiber and end the Comcast corruption. The city has no forward thinking as it is stuck on retail and tourism.

If you don't like comcast switch to one of several other options. Why must government be everyone's answer to problems?

The government controls the right of way for lines of competitive companies. It is local government that blocks the other offers of high speed. Get government out of providing service all together. It can be done privately if government did not have their hands in the till.

"There IS choice."

There is no fiber choice.
Internet service that is inexpensive and lightning quick has allowed the city in Tennessee to attract high-tech businesses, talent and capital.
