Just from the Sun-Herald article, it sounds like Fairley was at fault all the way. First, if he was worried about H&H being licensed, he should have confirmed it prior to entering a contract with them. Second, H&H had every right to pack up and stop work if Fairley was behind on payments (in accordance with their contract). Third, the contractor isn't going to go on a news show and comment on something when he has a court case pending on the same matter. Fourth, if Fairleywas so worried about "shoddy" construction, why did he have volunteers help him complete it, instead of using another reputable contractor?
It seems that most (if not all) of the fault lies solely with Fairley. Again, though, I'm only going by that one article.

One more thing, what kind of house was Fairley expecting for $17K? Hell, that wouldn't even cover the foundation and framing on my house!
He sounds like a cheapskate who thought he was gonna one-up the GC.
