Summary of Daily American Republic.

Jennifer Clark-Williams resigned. Rocky Kingree anticipates filing felony charges in the next few weeks after the investigation is completed. Also, he asked for a special investigation in 2011 but there was not enough evidence so waited for this audit to be completed. There is around $3800 missing money that they know about. The county clerk and county commissioners did not do any checks and balances. The county is broke and being sued for 1.2 million.

Sums it up and worth a read

Why don't you spend your time doing something productive!!! It did not say the things you posted--you are paraphrasing. She is a good person. the being sued part has NOTHING to do with her nor does the general fund issue...might need to thank your dope dealing post sherriff for those things.

I can tell you RIGHT now that if anyone thought more than a year ago something was wrong then they would have done something not waited...this is all wrong and sad.

It is what the Daily American Republic said. Another press release

JEFFERSON CITY (Oct. 5, 2012) State Auditor Tom Schweich released the audit of Carter County today. State law requires the auditor to audit all counties that do not elect a county auditor.

In the areas audited, the overall performance of this entity was Poor.

The general revenue fund is in poor financial condition. The ending cash balance was $85,966 at the end of 2009 and is budgeted to be only $641 at the end of 2012, and this does not take into account significant liabilities totaling approximately $198,000.

The county collector cannot account for at least $3,817 in property tax receipts received but not deposited between November 2010 and December 2011. Cash and check receipts totaling at least $2,498 were received but not deposited, and check overpayments of $1,319 were received, but corresponding cash in this amount was not deposited. The county collector does not always refund tax overpayments or issue checks for refunds and did not realize a $3,015 overpayment received in December 2010 needed to be refunded to the taxpayer until April 2012 when audit staff brought this to her attention. Our prior audit reports have also noted significant weaknesses in the county collector's accounting controls and procedures.

As noted in our prior audit report, weaknesses in accounting controls and procedures also exist in the sheriff's office. Receipts are kept in a box accessible to all employees and visitors, and the sheriff's bank account showed negative balances for April and December 2011.

Everyone seems to forget that a few months ago that office was closed for two weeks because the elected person could not get her BOND renewed. It should have been a vacated office at that time. But, the other office holders banded together and covered for her.

I wonder why not all but some of out elected officials can tread on their oath of office so lightly?
County Council did not do the Job they were elected to do,ex-sheriff in jail, as is ex-chief deputy, and now the tax collector under investigation.
Didn't they realize that the State does their job and does it well?
There always is a day of reckoning.
It is really so sad,so very sad,and just for a few dollars, they ruin their lives,as well as friends and families.
I know there are a lot of hard working, honest people in Carter County.

Do you HONESTLY think that anyone would jeapordize their whole career and livelihood for a measly $3800??? NO WAY! At least not Jennifer. This might be bad management/checks&balances /mistakes but it was not theft or intentional. And to whoever the idiot is that keeps saying the office was closed for two weeks because she coudln't be bonded...please get your facts straight!!! She wasn't unable to be bonded, it was communication errors that led to a string of issues and it wasn't two weeks nor her fault.

She is innocent until proven guilty and if there was sufficient proof she would already have been charged...

I find it hard to believe that this lady would be guilty of any wrong doing. I believe it to be some type of mistake but do not believe she did anything criminal.

Let's try and remember this lady has a child and as there has been no trial and she has not been found guilty, we should act accordingly. Why so fast to judge and throw stones?

Like I've said numerous times before:
Let the investigation continue unimpeded.
The truth will out.
Without all of the Monday morning quarterbacking.
We may agree with the results, but I really question that.

NO. Da flatlander, I don't want her job. I have a little more pride in myself than wanting to be placed among that crowd.

First you are assuming that she is guilty, with out a trial. What would you think if she were found innocent.
Why not wait until after the trial.
Mr. Kingree is our prosecutor, it is his job to see that justice is done for the citizens of Carter County. It is his decision how he well handle his case.
Also remember this is not a TV show, there is a Judge, also a jury, to help with the trial. Bet they all together find out facts in the case. And of course her Lawyer, he will do his best to see that there is justice for her.
Let's just wait and see what the outcome is
