Proposed CA Law Would Grant Homeless 'Right' to Urinate on Sidewalks

A California lawmaker has proposed a "Homeless Persons' Bill of Rights" that would grant homeless people the right to urinate on sidewalks—which is described as a life sustaining activity—panhandle, and refuse the offer of a homeless shelter.

Assemblyman Tom Ammiano, a San Francisco Democrat, introduced the bill, AB5, which would cancel out local ordinances.

According to the San Francisco Chronicle, San Francisco already "spends more than $200 million per year to house, treat and feed homeless people, who number between 5,000 and 10,000." The measure would also protect:

-- Sleeping in public spaces such as sidewalks and parks
-- 24/7 access to bathrooms, showers, water and clean syringes
-- Car camping on city streets without restrictions
-- "Life sustaining activities" such as urinating and collecting recycling trash
-- Welfare cash payments
-- Meditating or praying in public
-- Panhandling
-- Payment for possessions seized in a roust
-- Right to refuse the offer of a homeless shelter
-- Right to a lawyer in most encounters with the law

Wow, wow, wow. Just when I think these uber liberal, utopian nuts have topped themselves, we get this cr*p. Why have ordinances at all then? Can't people breaking these laws just claim to be homeless?! Why strive at all to maintain any semblance of a civilized society? Just let everybody urinate, defecate and fornicate on city sidewalks! This guy HAS to be seriously, mentally ill. No sarcasm intended. Honestly people we went over the cliff a while ago.

our homeless have been pissing and shiddting anywhere they want for years and nobody bothers them. in the summer, the stench from the alleys downtown can be powerful.

does anyone know where ammiano lives? i would charter a bus full of homeless, feed them beer and snacks on the way over and let them have at it on HIS sidewalk.

Ironic that anarchy is now being legalized. Mob rule all in the sake of "democracy"; a failed concept. This type of law makes a mockery of Justice, same as cell phone laws; they only promote disrespect for our laws. Unenforceable statutes such as this proposal have turned common sense on it's head and point out how obvious it is that (California particularly) State Government have too much time on their hands and it would be far better if they met once every two or three years, instead of full time, as they do now. Just be thankful you're tom ammiano's wife/husband/plastic surrogate/Who knows..?

This bill would enact the Homeless Person's Bill of Rights and Fairness Act, which would provide that no person's rights, privileges, or access to public services may be denied or abridged because he or she is homeless, has a low income, or suffers from a mental illness or physical disability.

The bill would provide that every person in the state, regardless of actual or perceived housing status, income level, mental illness, or physical disability, shall be free from specified forms of discrimination and shall be entitled to certain basic human rights, including the right to be free from discrimination by law enforcement, in the workplace, while seeking or maintaining housing or shelter, and while seeking services.

The bill would provide that every person has the right to access public property, possess personal property, access public restrooms, clean water, affordable housing, educational supplies, as specified, emergency and nonemergency health care, confidentiality of medical records, assistance of legal counsel in specified proceedings, and restitution, under specified circumstances.

The bill would provide civil and criminal immunity, and immunity from employer retaliation, to a public employee who provides assistance to a homeless person.

The bill would require local law enforcement agencies to make specified information available to the public and report to the Attorney General on an annual basis with regard to enforcement of local ordinances against homeless persons and compliance with the act, as specified, thereby imposing a state-mandated local program.

The bill would provide for judicial relief and impose civil penalties for a violation of the act.

The bill would further prohibit discrimination under the above-described existing law provisions on the basis of "housing status," would define that term to include homelessness, and would make conforming changes to related provisions, including changes related to the filing of Restrictive Covenant Modifications, as specified.

Not sure what all the fuss is about. The homeless have entitlements just like the other 47% of the population. Most of California wanted this so just go with the flow( no pun intended).

I understand a coming law will extend similar rights to stray animals.

This is the most stupidest thing I ever heard. We have laws against this what if there small kids around seeing a homeless guy showing his di*k taking a piss and ass taking a crap. We call these guys perverts this law maker needs to be booted out of office for even putting this bill up to A vote. I think our election official have just become more stupid then they already are. I shake my head ever day when I wake up in the morning just plain dumb a** crap you see.

I really trying to wrap my head around this stupid a** bill. It's got to be the worse thing I ever heard in my life is this A really big problem in this state of California that homeless are taking dump or pissing on the side walk now. And who in the right mind co sponsor this bill too they really need to have there head check out if they really have a brain. And a complete understand thought I am guessing not.

I guess so have you ever known a elected official to ever have a bright idea that can be said not. Most of them are no better then a trained monkey. I can't believe this is that a big of A problem in this state that we need to spend one second of are time dealing with this. When we have so many other major issue facing this state. I hope god can really help the stupid but in the long run you can not fixed stupid.
