Vallejo's first City Council candidate has announced her intention to run for one of four seats opening in November.

Katy Miessner, who works as a financial manager and ran unsuccessfully for the Solano County Board of Supervisors last year, made her candidacy public Friday.

Miessner has been endorsed by sitting Councilwoman Marti Brown and Stephanie Gomes. Gomes and Councilman Hermie Sunga will term out of office this year, after each served eight consecutive years.

"My focus is on neighborhoods... Especially during bankruptcy, the neighborhoods were really kind of forgotten," Miessner said. "The council majority now is focused on creating tools so that neighbors can solve problems that they've been experiencing. Squatters and whatnot. So, I'd like to continue that kind of work."

Miessner, 54, moved to Vallejo with her husband 13 years ago, and has since served as a community volunteer on a number of issues. Most recently, she served as a Participatory Budgeting Steering Committee member, Solano County Fair Board district director, helped found the Better Vallejo organization and served as volunteer treasurer for the Mira Theater Guild.

This would be Miessner's first elected office if she were to win in the November election. She has, however, helped run several political campaigns in the past, including Brown's.

In the June 2012 county supervisor primaries, Miessner earned nearly 25 percent of the vote, behind Erin Hannigan with nearly 27 percent (a 228-vote spread) and Tony Intintoli, with just over 28 percent. Hannigan ultimately went on to win the county seat in a November runoff.

"As far as how the (Vallejo) candidacy will be run, I wouldn't do anything different, except starting sooner this time," Miessner said Friday. "Which will help me, because I did a lot of precinct-walking and I'll just do that again. And obviously, my platform will focus more on local issues."

Miessner said she feels confident that she knows the issues before the council -- particularly as they relate to the budget, having kept a close eye on the city since moving to Vallejo.

While no other candidates have issued formal announcement notices, Councilman Jess Malgapo, who stepped in to fill Hannigan's vacant Council seat in January, has remained consistent in considering a run.

"Being on the council for one year, it's really difficult to make an impact or get anything done," Malgapo said. "So, for that reason, it would seem premature not to continue after the first year. I'm leaning toward running again."

Brown could not be reached for comment Friday on her plans for a second term.

"Brown could not be reached..." meaning she did not return the reporter's call. They can be reached when they have something to say. Brown is being hammered over the PB experiment, at least two of her colleagues on the dais rethinking the idea.

There's a new and critical factor that exists now that didn't exist before... Nextdoor. Since City Manager Keen gave the go-ahead on that, something like 50+ Nextdoor "neighborhoods" now up and running. By allow for this grassroots "democracy" tool, Vallejo has suddenly been self-segregated and subdivided into anarchic groups where nobody really knows for sure what is happening to them in order to form a big picture. This means that potential candidates for City Council have it much harder to market themselves to all of Vallejo, and will be much more scrutinized by these 50+
individual "neighborhoods". This is why those candidates pushing the downtown and waterfront issues are going to fail, as the other Nextdoor "neighborhoods" are only going to be concerned about their neck of the woods.

yes, well put. this deal is the next best thing to district representation. ms. miessner failed the chance to speak up for jobs, mare island, and crime prevention. i don't want more tools, i want more police on the streets, and reduced response times. my neighbor had a break-in and she did not bother to report it, the police can do little after the fact, but a stronger presence can deter criminals. i rarely see a police car on this end of town (east vallejo). we are all on our own. good luck to us all.

The fact that Miessner is a relative newcomer, admitting to being an activist from the moment she got here, will not help her at the ballot. Voters can see the fruit of all this activism and protest of a wide range of initiatives to grow an economy. They are stubborn and inflexible, certain of their stature as better educated therefore makes them smarter, for the benefit of the entire city. We are still falling from stubborn ideology activism and Miessner will only help to accelerate that fall. The only smart thing she has done is to not include Joanne Schivley in her launch media.

Here is a list of what Katy Miessner has done for, oops I mean to Vallejo:
1- Tried to kill the waterfront plan.
2- Helped drive Walmart out of Vallejo
3- Helped destroy labor relations with her VIB pals.
4- Opposed WINCO
5- Opposed the Solano 360 plan
Five out of five caused a loss of revenue for Vallejo, not a once cent gain.
Is this the kind of person you want as aCouncil Member?
Katy Miessner is a political wolf in sheep's clothing. As Co Editor of VIB she represents the most hateful and divisive group to ever plague Vallejo with its presence.
The sole purpose of VIB's existence is as a revenge mechanism for a personal vendetta which got out of control. That purpose being to destroy Vallejo's Public Safety Unions.
Why? Because Kurt Henke, the former Head Of Vallejo's Fire Fighters Union stopped supporting the political careers of Joanne Schivley and Tony Pearsall. This lead to a back and forth war that included numerous lawsuits involving both sides.
In 2007 it all came to a head when VIB was formed as a politcal propaganda weapon meant to stop the election of Public Saftey Union backed Mayoral Candidate Pamela Pitts and PSU backed Council Candidates Erin Hannigan and Michael Wilson.
The method used was the scapegoating of the PSU's as the reason for Vallejo's financial crisis. Personal attacks against Henke, former Local Fire Fighters Union Vice President Jon Riley and former Vallejo Police Officers Union President, Steve Gordon took place on the VIB website on a regular basis including insulting cartoons depicting them as pigs and rats.
Intentionally distorted salary and benefit lists were made public in a further attempt to humilate and embarass the hard working heroes who selflessly keep Vallejo safe. The effect of this was the decimation of labor relations between the PSU's and the City of Vallejo and the eventual declaration of bankruptcy which VIB not only encouraged but saw as a way to rid Vallejo of its Fire Department by contracting it out to Cal Fire along with the privatization of the Police Department. Only now after the waste of tens of millions of dollars on a bankruptcy which could have been avoided had a better climate existed between the PSU's and the City of Vallejo Management, do people like Katy Miessner, who openly encouraged it deny that they did. Every VIB supported and elected candidate has done absolutely nothing for Vallejo other than to further the VIB goal with their continuing attacks against Vallejo's bravest and finest. Since 2007 not one constructive accomplishment towards the betterment of Vallejo has been attributed to a VIB backed candidate. Katy Miessner's election will only serve to further VIB's destructive goal and further divide Vallejo at a crucial time in its re emergence from bankruptcy...

You support businesses that cater to the poor and cheapskates, you cater to Solano 360 which would give 2/3 of the tax revenue to the County and create an even bigger drain on City services that you whine about being understaffed. The Vallejo Trifecta has to be Malgapo/Verder Aliga/Logan and that's all to flush the Brown blockage from our system and get some things happening that should have started long ago. Any more than that will dilute the vote.
It's clear it will be a Brown/Miessner effort to hold the majority, grow tomatoes, and watch the pretty lights downtown.
A complete devoid of substance opening for Miessner. More tools for the neighborhoods? Not a mention of the state of the community as a criminal-rich environment, exploiting their opportunities in our "grossly understaffed" public safety city, or what she intends to do about it.
